This study presents a compared approach and takes as a target to raise the governments awareness of alteration of the natural cycle of the water which is not only a problem that concerns the nature and the environment, but also the people: the incidence and the severity of floods and droughts is increasing, the provisions of drinkable water are threatened, the recreation and the tourism turn out to be affected when the rivers and lakes are contaminated or when the populations of many species disappear
