The Human Development Report on Africa 2012 explores the causes of the pervasiveness of hunger in the region, despite the abundant agricultural resources, a climate that favors the cultivation and high rates of economic growth. The water issue is addressed throughout the report. Water management and irrigation are discussed in Chapter 2, while Chapter 3 deals with the most persistent challenges and the emergence of new threats to food security, including environmental problems related to water and soil.
