As of 28 Jul 2004, new legislation came into effect setting a limit of 25 per cent to the costs of water losses that water companies can pass on to consumers. The legislation had been delayed for a year because of fears that water companies, whose water losses are about 60%, would go bankrupt and discontinue services. The next step the government plans is to set up a water regulator.
