The problem of lack of water faced by one in five of the world’s inhabitants is due to poor management rather than a shortage of this resource. A new water culture is needed in which, firstly, the use of water is prioritized as an inalienable human right and, secondly, it is managed in an ecologically sustainable way, rather than being regarded merely as a commercial commodity, as it has been to date.
