In the region a background of water management of river basins exists. This history is varied and with different levels from continuity. Most of the experiences are linked to the phase of integral studies of oriented river basins to make lists of projects and to the constructive phase of hydraulic works and another physical infrastructure. They are in charge of commissions or corporations of development of river basins or great users, mainly of hydroenergy, irrigation and potable water. One of the most frequent demands of the governments is receiving suggestions and support to organize an institutional system of national or regional level that guides actions that tend to the sustainable development.
