Many Latin American countries are whether preparing new laws of water or modifying the ones they already have. One of the main and more controversial subjects is the institutional system of assignment of the resources. There is a generalized dissatisfaction with the traditional forms of allocation of water. Now the attention is drawn to the markets (of rights) of water, as an attractive alternative which promises to achieve a more economic and efficient use of the available resources of water.
