In the Framework for Action presented at the Second Global Water Forum (The Hague, 2000) -the aim of which was to provide water security for human development at the outset of the 21st century - it was stated that “the water crisis is often a crisis of governance”,there by identifying the need to place efficient water governance among the principal priorities for action (GWP, 2000).
