In South America countries (Argentina, Bolivia, Brasil, Chile, Paraguay and Uruguay), agriculture is the most important socio-economical sector.
These countries count with problems of fluctuating production in large parts of their territories. The monitoring of cultures and assessment of large scale water consumption using recently available technologies (numerical qimulation, crop modeling and remote sensing) could allow to supervise crop growth in relation to water use for yield estimation purposes in large rainfed and irrigated areas. Moreover, the assessment of climatic hazards (frost and drought specially) by means of remote sensing techniques is indispensable to improve land use and management. Methodologies have been elaborated among others by European laboratories which participate in this proposal. These organizations have an active involvement in the EEC programs (specially in the DG VI "Pilot Project for Agricultural Statistics" managed by the IRC/ISPRA) and have also developed strong relationships with participating South America Research Institutions.

The aim of the project is to elaborate a cooperative network in South America for monitoring the impact of climatic and hydrological conditions on agricultural production and increase the local capabilities and interrelationships among institutions by means of exchanges of methodologies, results and training of their human resources in specific topics. The technical objectives are:

- Establish guidelines to improve adaptation of farming systems for Varying climatic, hydrological and land use conditions.
- APPIY and assess accuracy of different methods to evaluate large areas of agricultural production.
- Develop and test methods to derive hydrological indicators with remote sensing measurements.
- Definition and development of pertinent data bases (agroclimatological, hydrological, statistical, satellital data).
- Assess perceptions and preferences about traditional techniques VS remote sensing based techniques of officers involved in management of agricultural production by means of marketing techniques.
