The presidential envoy to the Far East, Kamil Iskhakov, said that the city of Khabarovsk needs to look for new sources of water because of the risk of transboundary water pollution. In December 2005 toxic waste from the Songhua river spill in China, reached the Amur River, which is the main source of water for Khabarovsk (pop. 600,000). Regional authorities have their eye on the Tungussky aquifer with a capacity of about 200,000 cubic meters. It would cost about US$ 20 million (EUR 16.5 million) to develop the aquifer by 2010.
